The Principle's Resume

WK3C Wireless LLC's President and CTO, Carl R. Stevenson, has been involved in the design and development of RF communications systems and equipment for over 37 years. He is a Fellow of the Radio Club of America, a Senior Member of the IEEE, a member of the IEEE 802 LMSC Executive Committee, Chair of the IEEE 802.22 Working Group on Wireless Regional Area Networks (“WRANs”), a Member-at-Large of the IEEE-USA Committee on Communications and Information Policy, Chair of the TIA TR-47.1 Engineering Sub-committee, and an avid Amateur Extra Class amateur radio operator (callsign WK3C).

Mr. Stevenson was named the recipient of the IEEE-SA International Award for 2005 and was also named to the 2005 Scientific American 50 as a Policy Leader for working to bring "Super WiFi" (Scientific American's characterization of the work of the IEEE P802.22 Working Group on cognitive radio sharing of unused TV broadcast spectrum on a non-interfering basis) closer to commercialization through development of standards for wireless interoperability in ultra-high frequency (UHF) channels.

From its inception several years earlier until November 2004, he served as Chair of the IEEE 802.18 Radio Regulatory Technical Advisory Group. He also has previously served as Chair of the Wi-Fi Alliance Regulatory Committee (and Co-chair of its Legislative Task Force), Chair of the Bluetooth SIG Radio Workgroup, Member of the Bluetooth Architecture Review Board, liaison between the Bluetooth SIG and IEEE 802.15, a member of the US Delegation to the World Radicommunications Conference 2003, designated liaison to the International Telecommunications Union Radiocommunications Sector (“ITU-R”) for the IEEE’s Sector Membership, and, most recently as a Member-at-Large of the IEEE Standards Association Board of Governors (2006-2007).

Before founding WK3C Wireless LLC, he held the position of Senior Manager, Standards and Regulatory Affairs with Agere Systems (and its predecessor, Lucent Technologies Microelectronics Group), and earlier positions with Lucent Technologies including Member of Technical Staff, with responsibility as principal architect for the design, simulation, and specification of baseband to RF chipset architectures, modulation and coding techniques, and protocols, focusing on advanced development in the area of wireless computer networking and consumer electronics devices such as cordless phones.

He holds 14 US patents and has several additional patent applications pending from his work.

Over the course of his career he has served in a variety of senior level engineering and engineering management positions with a number of organizations such as the Communications Systems Research Section at NASA/CALTECH’s Jet Propulsion Laboratory, Rockwell International’s Collins Radio Division, Lockheed Aircraft Company, Symbol Technologies, and U.S. Robotics (now 3Com).

Over the years he has also served as a consultant to other well-known organizations, such as Hughes Aircraft, Loral Corporation, Qualcomm, Westinghouse, and trade associations such as MSTV and CEA, as well as a number of smaller companies.
